Without mentioning what those troubleshooting steps were I can't be sure what you have and have not done.
Does it do the same thing in safe mode?

Have you tried forgetting the network and re-connecting to it?
You can do this by going to Settings > Wi-Fi > Tap and hold the Wi-Fi connection > Forget network.

Strange occurrence but good suggestion to boot in safe mode. It worked in safe mode and continued to work after a normal reboot from safe mode. Normal reboots before this hadn't solved the issue. Thanks for the help,
I am glad to hear that Sometimes putting it into safe mode is all that is needed as it dumps the cache.
