how do i connect laptop to 32ex403u (with dongle) to view the likes of nasa.tv

i have a wireless connected laptop and am wondering how i can view the internet on the tv which has the usb dongle and if needed an ethernet connection

The TV has no web browser and so I'm afraid this is not possible.
