Tricky problem!
I have been trying for many days to understand why my tethering doesn't work.
First of all. The phone, Xperia Z, has good connection with LTE/3G working fine.
The problem is to share the connection to my laptop.
I have tried:
Phone Wifi OFF
Mobile Data ON
Tethering via USB
Tethering via Wifi Hotspot
Via Bluetooth
In all modes I have been testing to ping a few sites like Google.com etc.. and I do get the right IP from the DNS but no answer from the site.
Thinking that the phone doesn't manage tethering I test to Activate the Wifi on the phone, connecting to my home Wifi router and now the strange thing...
Phone Wifi ON
Mobile Data OFF
Activating Tethering via USB
Via Bluetooth
So.. what can be the problem?
The version of the phone is 11.1.1.A.253

Thank you all for answers, the problem was that my phone had an APN setting for telefonica.es. But I tested to add another, movistar.es, which really is the same
and now it works great!
Davud led me the right way, and I found the settings at the following page: http://my.opera.com/community/forums/topic.dml?id=111656
Here you find settings for most countries.
I thought that my phone would get these settings by it self but nope... had to enter it myself. As my phone is bought without operator it wasn´t preconfigured either.
Anyway now I have a big problem less to care about!

there are some carriers/networks who disable this option as they want users to pay extra to tether their data plan, this might be the case, if so you have an option to debrand your phone and it should work.
Uli's explanation sounds like the most probable. In ICS (if I recall correctly) the function was introduced for operators to see if the data used by the phone was for tethering or the phone itself (via apps, browser etc). Not sure how iPhone/iOS works but the operator might not be able to see how the data has been used there.
What are your thoughts about this forum? Let us know by doing this short survey.
I will check this with the operator, Movistar Spain.

I am experiencing the exactly same Tethering Error Problem on my Xperia Z. But, regret to see that, Sony does not have a clear solution to this widespread problem.
This is an important function of the phone and this is a critical failure of Sony. I hope that, someone can pay necessary attention to fix it.

Many thanks to @KorayHepsen Internet tethering function is now working on Turkcell network too.
Please do as following:
Check if you have more than one internet APN on your list given by the operator. If so, delete unused internet APNs (if operator allows you to delete APNs)
If you cannot delete unused APNs, note "APN type" in the used APN.
Go to unused internet APNs and clear "APN type" fields if existing value is different than used APN type.
Do not forget to save changes on APN settings before exit.
Your internet tethering function will now work if your operator allows internet tethering.

The Sony Mobile and Hotspot options, when switched on, will not connect to the internet nor will they allow tethering in lollipop on Xperia.
Its a bug.. just like Xp[eria itself, which is the most useless smartphone i ever had (i own samsung, apple, and sony high end devices)
The solution for this expensive jalopy, is to restart it after switch on mobile and hotspot options
When you restart, it will say 'tethering problem' because hotspot got switched off on restart
go switch hotspot on again, and the network will be usable
Just restart the phopne every time when you need to connect to it as a hotspot.
And save money to get an iPhone as soon as possible, tyo end this expensive frustrating piece of rubbish they call Xperia.
I open an app such as photoshop ps express in iphone and perform operations in seconds. every operation in CXperia takes 4 seconds to react. My Xperia has no apps on it hardly to stop it from being even slower. My iPhone has 100 gb of apps on it and files, and its still 5 times faster, ten times more ergonomic , and actually works as far as hotspot and mobile data is concerned.
Xperia is high end hardware controlled by absolutely rubbish UI and software, and is full of bloatware too.
Sell it and get an iPhone, and this problem doesnt exist
Thats not the case. Its just Xperia Hardware and software problem. One of many
