Bought this as was 60GB hard drive. When viewed on 'My Computer' hard drive is divided (partitioned?) into C (27.9GB)and D (20.9GB) drives, making total of 48.8GB.
Is this correct?
If not, what can or should I do?

Yes, this is correct. The difference is explained partly by the way windows reports the size (approx. 10% less) and the remainder is taken up by the HDDR (a hidden recovery partition of approx. 7.5GB)
when the disk is formatted you can loose a few gb. i made 3 copies of my recovery disks then deleted the recovery partition using partition magic 8
