it might be the same IP address but just creating multiple users so they can SPAM this forum. the limit on how many threads a user can create in certain amount of minutes might work, although I've seen some spamers post new threads not one after the other but within 10-15min of each thread but for the most part your idea should work

oh yes you are right..they can have new names..but will surely use the same computer and ip address

I think it would also be possible to use different IP addresses ie different computers to achieve their aims.

Yes the time limit constraint may work to slow down the SPAM from a particular username but if multiple different names are used, then it will probably still be up to the forum participants in general to report this.
