Phone keeps saying that I do not have enough memory to download anything....only apps I have downloaded is banking and messenger...even if I delete am app I already have then reinstall it it gives me the same error message that I don't have enough memory to download this app

Just look at chrome and facebook.Clear cache and data for facebook. After that,you need to login again in facebook. If you delete data in chrome,you will lose history,cookies etc. So clear only cache.

Settings > storage > clear cache > restart your phone > try again.

If you go to settings-apps-downloaded,how much free memory do you have?

That is the issue,you need to remove apps that you have installed to free up space.

Only downloaded apps I have on are messenger and my banking app

That cannot be,250 MB means you have installed applications. The device has 1,8-1,9 GB internal,right?

Yeah 1.8 that's why I don't understand why ny memory is so slow...maybe best just to take it to the store I got it as its contract and let them have a look?
