not quiet sure which issue you have with the current quality of the camcorders which are out currently.
Would you care to elaborate on that?
Also e.g. the FDR AX43 has clear image zoom up to 30x - sure it is not just optical zoom, yet since the sensor is not fully used for 4K video recording, it is still "real" 30x zoom as oppose to digital zoom. I am sure if you look in the footnotes of some smartphones you are referring to, they perform similar trickery in most cases (unless they have a periscope lens).
