I tried it several times but it does not work.

My nexus 7 (4.4.2) can connect without problems via wifi and via internet wich is shared through my xperia.

Is your phone locked to a carrier/network branded?

My Phone is not locked to a carrier/network branded.

My carrier does not block the traffic and i'm using the standard vpn vlient within Android.

What is your server? I've tried with Synology VPN server with no luck either. Finally switched to OpenVPN.

This has been solved in a software update for Xperia™ Z2, Xperia™ Z2 Tablet, Xperia™ Z3, and Xperia™ Z3 Tablet Compact. For those devices, you can fix the issue by updating your device to the software version 23.4.A.1.200 or later.
For the Xperia™ Z1, you will be able to fix it when the upcoming software version 14.6.A.1.210 is released. For Xperia™ Z3+ and Xperia™ Z5 devices, work is ongoing to include a fix in upcoming software updates.
When you have updated the software, you can add the VPN L2TP IPSec in your device.

To add the virtual private network (VPN) L2TP IPSec

  1. From your Home screen, tap the Application screen icon.
  2. Find and tap Settings > More… > VPN. You may be prompted to enter password for credential storage before creating a VPN network.
  3. Tap the plus icon.
  4. To display more options, mark the Show advanced options checkbox.
  5. Select the type of VPN to add: “L2TP/IPSec PSK 96bit”.
  6. Enter your VPN settings.
  7. Tap Save.
