Mobile Network Configuration and Mobile Data apps on wifi-only tablet?

Why does the wifi-only version of the xperia tablet have these mobile network and data apps, active and not able to disable? Shouldn't these modules be removed from the wifi-only version? I'm sure all they do is cause trouble if there is no 3G hardware.
