topic internal memory in Z Series

I was read in spec of sony z3 compact that is have 16G. But when i check on my device , it just have 12G. Are you guys can explain to me ?

This is because memory comprises of approximately 4 GB of firmware, plus 12 GB of “Internal Storage” for downloaded applications, music, pictures and films and some application data. I'm at disposal for any question.

My smartphone( xperia z3 compact) is reduced with the memory of 16gb for 11.33gb total memory, what do I do ?
