Nope, sorry. It isn't a Goolge thing, it's a Lollipop one. Lollipop took away the option to disable the WiFi on a weak signal. Making the option always enabled. In a normal situation it would be fine, the WiFi signal is too low, so it should disable the WiFi and enable the 3G/4G. Too bad that the thing is bugged (and it has been so since 5.0), so it can give the excalamation mark even from few centimeters from the router with some routers.

But luckily there is a solution! From a terminal or adb shell just give the command (It doesn't require root):

settings put global captive_portal_detection_enabled 0

and reboot. To re-enable it give the command:

settings put global captive_portal_detection_enabled 1

To check the current state (I'd suggest to do it before setting it. It should report 1) type:

settings get global captive_portal_detection_enabled

I did it myself and the exclamation mark completely disappeared. With the WiFi connection never dropping.

Well, those are the detailed instructions.Just copy and past the commands via "adb shell".

To know how to access the phone via "adb shell" google it and download the related software. Plus you'll need to enable USB debugging in the phone. There are tons of articles explaining the whole process in detail with pictures and everything.

Isn't Lollipop designed by Google so if the issue is in the firmware and appears on my other non Sony devices running the same firmware then how is this not a Google issue

Well, you also wrote it isn't a "firmware" (made by Google) fault. And Lollipop is the "firmware". Which is the one at fault indeed.
